BAGHDAD (AP) - Iraq's parliament on Monday shrugged off U.S. criticism and adjourned for a month, as key lawmakers declared there was no point waiting any longer for the prime minister to deliver Washington-demanded benchmark legislation for their vote.

Speaker Mahmoud al-Mashhadani closed the final three-hour session without a quorum present and declared lawmakers would not reconvene until Sept. 4. That date is just 11 days before the top U.S. military and political officials in Iraq must report to Congress on American progress in taming violence and organizing conditions for sectarian reconciliation.

The recess, coupled with Prime Minister Nouri al-Maliki's failure to get the key draft laws before legislators, may nourish growing opposition to the war among U.S. lawmakers, who could refuse to fund it.

Critics have questioned how Iraqi legislators could take a summer break while U.S. forces are fighting and dying to create conditions under which important laws could be passed in the service of ending sectarian political divisions and bloodshed.

But in leaving parliament, many lawmakers blamed al-Maliki.

``Even if we sit next month, there's no guarantee that important business will be done,'' said Mahmoud Othman, a prominent Kurdish legislator. The parliament had already extended its session by a month, having initially planned a recess for July and August.

``There are Iraqi-Iraqi and Iraqi-American differences that have not been resolved,'' Othman said of the benchmark legislation. ``The government throws the ball in our court, but we say that it is in the government's court and that of the politicians. They sent us nothing (to debate or vote).''

The September reports by Ambassador Ryan Crocker and U.S. commander Gen. David Petraeus were to assess progress by the Iraqi government and its security forces on 18 political and security benchmarks.

Those include a so-called oil law that would set out rules for foreign investment and the fair distribution of revenue to all of Iraq's sects and ethnic groups.

``We gave the government a good chance by continuing to sit in July. We can still return for an emergency session if that's required, but I don't think that this is necessary because the draft legislation is not complete,'' said Salem Abdullah, spokesman for the Iraqi Accordance Front, the key Sunni bloc in parliament.

In Washington, the State Department was unusually silent on the matter, declining to criticize the lawmakers for the break.

``There's a lot of work to be done in Iraq,'' deputy spokesman Tom Casey said. ``I'll leave it to the parliamentary leaders themselves to explain why this might be a good time to take a break.''

He said the United States would continue to push for work on critical legislation, including pieces like the oil law, during the vacation.

``Whether the parliament is in session or not, I think we expect that all of Iraq's political leadership is going to be continuing to work on those kinds of issues and work out the kinds of compromises so that when the parliament does come back into session, there'll be something there for them to vote on and them to act on,'' Casey said.

``This is not just about having the votes,'' he said. ``It's about doing the work in advance so that there's actually legislation there that folks can agree on.''

Meanwhile, al-Maliki faces a revolt within his party by factions that want him out as Iraqi leader, according to officials in his office and the political party he leads.

Ibrahim al-Jaafari, al-Maliki's predecessor, leads the challenge and already has approached leaders of the country's two main Kurdish parties, parliament's two Sunni Arab blocs and lawmakers loyal to powerful Shiite cleric Muqtada al-Sadr.

Al-Jaafari's campaign, the officials said, was based on his concerns that al-Maliki's policies had led Iraq into turmoil because the prime minister was doing too little to promote national reconciliation.

The former prime minister also has approached Grand Ayatollah Ali al-Sistani, Iraq's top Shiite cleric, proposing a ``national salvation'' government to replace the al-Maliki coalition. The Iranian-born al-Sistani refused to endorse the proposal, the officials said.

``Al-Jaafari is proposing a national and nonsectarian political plan to save the nation,'' Faleh al-Fayadh, a Dawa party lawmaker familiar with the former prime minister's contacts.

Other officials, however, said al-Jaafari had only an outside chance of replacing or ousting al-Maliki. But they said the challenge could undermine al-Maliki and further entangle efforts at meeting important legislative benchmarks sought by Washington.

All the officials spoke of the sensitive political wrangling only on condition of anonymity.

Also Monday, a small bus exploded in a central Baghdad market district, killing at least six people - a brutal reminder of the dangers facing Iraqis who celebrated in the streets by the tens of thousands Sunday night after their national team won the prestigious Asian Cup soccer tournament.

Black smoke rose into the air after the blast struck a transit point near Tayaran Square, damaging several nearby cars and kiosks selling clothes, fruit and juice, police and hospital officials said. The minibus was one of several waiting for passengers heading to predominantly Shiite areas in eastern Baghdad.

At least 31 people were wounded, according to the officials, who spoke on condition of anonymity because they weren't authorized to release the information.

A total of 42 Iraqis were killed or found dead nationwide, according to police, hospital and morgue officials.

The U.S. military said three soldiers were killed in fighting in Anbar province west of Baghdad on Thursday. At least 3,651 members of the U.S. military have died since the start of the Iraq war in March 2003, according to an Associated Press count.

Anyone care to venture a guess on how many members of the Iraqi parliament are coming back in September?

It's rather like watching the Captain and crew announce that they are going for a vacation during the of the sinking of the Titanic.
You know, we may not be able to see current footage of Dover AFB and the arriving coffins, but couldn't the networks all roll stock footage and announce the daily death toll in terms of American lives?  

Couldn't the networks also show stock footage of bombings and announce the daily death toll in terms of Iraqi lives?  

There is so much information that our government is keeping from us -- now is the time for the news media to go around them and show the hell that war really is.  Maybe that will hasten the time when the last 28% stops backing this debacle and starts shouting for an end to our immoral and costly occupation of another sovereign nation.  

I'm less afraid of bin Laden's thugs than I am of '43's thugs.  bin Laden is half way around the world, '43' is screwing us right now.

It has become tiresome hearing chickenhawks who wrap themselves in the flag trying to present us with a war wrapped "sanitized for your protection".

Yeah, you folks have a great time while my brother drives 2 hrs in a humvee whose heater won't turn off, wearing all of his gear in heat that tops over 117 degrees.  You keep on going on 'break' while the engine in said humvee stops working while my brother and his guys sit there like ducks in a fu**ing shooting range just waiting to picked off, waiting for a tow to come and get them.

Well, yes, that would seem to be the case, but of course, the Bushevik conclave has yet to admit to there being a civil war. And the Sunnis are supposedly only going to use their weapons against certified, grade-A al-Qaida in Iraq(tm). My guess is that whoever they shoot, they will simply declare a member posthumously. The dead don't argue much.

During the Vietnam War most Journalists relied on a single Vietnamese journalist as their source, he was a Communist spy. The People here at home learned only what the Communists wanted them to hear.
A number of today's news agencies work about the same way. Any honest journalist usually can't get to the full facts, only the propaganda filtered through various anti-US sources.
Anti-US statements are generally followed by according to Omar or some other name who can't tell his real name.
Pro US statements by the man on the street are followed with the guys full name occupation and often his place of business, just in case jihadi assassins might have a hard time finding him.

More US Troops in the field say they support the war than say don't. Recent sucesses have probably produced more support for the mission and interviews with US Troops in action indicate that they have begun to despise those who say they support the troops but not the mission.

While the Iraqi Lawmakers might have picked a better timing for their break, many of these guys have been marked for assassination by Insurgents and al-Qu'ida for years and have lost family to kidnappings and beheadings. Rather tougher working conditions than our own impotent and treacherous Democrat Congress.

What kind of "full facts" must a news organization have to have to show the number of dead US military members being returned to the state in coffins.  What skewed Iraqi informant would have to be asked about the number dead or wounded.

On what do you base your statement that "more US Troops in the field say they support the war than don't?"  Are these tropps asked there opinions anonomously?  If not, it is unlikely that they will say that they support the war while wearing the uniform.  Every general involved to date has more or less supported the war, until getting out of the service.

Interesting coincidence that the percentage of Cooper's Hawks with healing fractures is very close to the percentageof people, including you, Wayne, who support this war and president.    
Read all about massive corruption throughout the Iraqi government in today's news.  If we stay just a few more years they should be able to sweep the treasury clean before fleeing to guaranteed citizenship in the good old USA and all points west with bulging off-shore bank accounts.  Somebody already absconded with about $300 million in cash a couple of weeks ago.

Surely we can handle a few very well-off Iraqi immigrants in the coming years???  It's the poor ones that are having trouble getting in now via displaced persons status.  Well, we can just leave Iraq on the permanent foreign subsidy list and forget about it....... of course, there's always the oil.

The Iraqi government going on vacation infuriates me.  I am sick and tired of them not living up to their bargain, while our brave soldiers do what they are asked.  I would agree, that if the Iraqi government doesn't step up to the plate and get their politics in order, we need to leave.  We are doing the work to secure the country ( our job at this point) and those objectives are starting to be met, but what about the politics.

At this point, our objective is to ensure security in Iraq.  Once that is done, and can be sustained we need to get out.  God, the Iraqi government ticks me off.

Looks like the Iraqis are just emulating how politics works here--"Article 136B" says the Iraqi prime minister can prevent any of his cabinet ministers from being prosecuted for crimes, and ministers can prevent their employees from being prosecuted.  The law is being used, in part, to jail Sunnis while Shiites go free for the same crime.  This sounds so much like the Bush administration.  Is this what our government considers "success"? The politicians sound much like our own.  Now when is the Iraqi military going to step up like our troops have done for years?
Good Tuesday morning, fellow Earthlings (even though some days I'm not sure about some people)! I absolutely echo the vast majority of the sentiments expressed about the photos in this thread.

One subject that I haven't seen covered here, however (subject to blog thread update naturally) is the fact that was brought up on last night's show that upwards of 8 million of the Iraqi people STILL lack the basic necessities of consistent electricity, running clean water, etc. You would think that the Iraqi parliament would at least have some concern for their own people even if they could give a crap about our soldiers or think General Petreus [sorry if spelling is botched] is a boil on the butt of humanity. I know...silly me to think that.
Wayne, TN: I will agree that the Dem congress is gutless compared to the Iraqi parlimant who have lost family and have been targeted for assassination. Most likely if the Dems had been in the place of the Iraqi parliment they would have folded up their tents and left the country long ago. It seems ludicrist that we would bitch about the Iraqi parliment taking a break while our soldiers continue to die and become injured in 120 degree weather when we have the Dems here at home who have done nothing to get these folks home or redeployed except to whine rather then banding together to take down this administration. I wonder what the Iraqi parliment's time off will consist of. Vacationing in the Riveria funded by some special intersts groups to take in some golf and lay around on the yacht anchored in the bay. Most likely not. Probably returning to their homes to see if they are still standing.  

On the other hand this administration, the Dems and the US are placing too much emphasis on this Iraqi parliment and the benchmarks established regarding any movement we will make regarding our troops. These are a bunch of people thrown together with vastly different interests and objectives as well as religious beliefs and have been asked to create a new country using democratoc principles. If this is at all possible (and there is much doubt that it is and that Iraq will return to a dictatorship) it is going to take years. Placing numerous short term benchmarks on the same is ridiculous.

The entire package regarding when we finally get our troops out of harms way is being based on unrealistic expectations of this Iraqi parliment, the successful development of Iraqi security forces and how well the American forces are able to provide some stability to central Iraq.

Let it be understood. Bush and this administration will be handing these problems over to the next administration. The invasion and subsequent occupation of Iraq has created objectives for Iraq  that are not possible in the short term. Bush will not cave as he got us into this mess and will not follow up by leaving Iraq in total chaos. The question then becomes what will the next administration do? Frankly I don't think anyone has th answers, Dem or Republican unless they are willing to pull ou troops back and let the Iraqi's go at it until the dust settles and one side or the other gains the power left by Saddam. If this occurs it will leave an even worse taste in the mouth of the rest of the world towards the US. We have been placed in a no win situation in Iraq by Bush and this administration and any direction we take is a no win situation except that of saving American lives.      

The damage is done. Bush and his administration created the current situation. No matter what one thought of Saddam, there was not the same level of terrorists attacks and insurgent uprisings prior to the invasion. Granted, Iraq was a terrible pleace to live under Saddam's dictatorship but Iraq was in its own way much more stable then it is now. And is the US responsible for rebuilding that which it invades? If attacked directly by another nation and the US defends itself by invading and destroying the attackers most likely not. Is the US reponsible for rebuilding a country that did not attack the US and that the US invades and destroys. The answer is probabaly yes.

So what is the answer. It certainly does not lie among the Dems who are weak and spineless. It does not lie with Bush and this Administration who should be removed for starting this tragic mess in the first place. It cannot lie with the Iraqi parliment that has no cohesiveness as a body, and the Iraqi people are just as confused and tired and frustrated as ever so it cannot lie with them. I fear the final outcome when and if it comes is not what the American people bargained for when allowing Bush and this administration to send their sons and daughters and other loved ones into this conflict from the beginning.

Sue. I need a daily count of the women that go missing and wind up dead in Wisconsin. I'd also like a daily count of the homicides in Philadelphia, Detroit, and LA. Maybe we need to pull our tax dollars out of those cities and states as well. And I sure hope that our Congress is not planning an August break. SInce they have not done one thing this year, I hardly think a break is warrented.

Realizing we are in a mess in Iraq thanks to Bush and company does anyone have any "specific" ideas, plans as to what  we do from here in Iraq? Don't give me the typical general statements like pull out, etc., because you know as well as I do that it is much more complicated then that. Any "specific" ideas.

My apologies to the rest of you.  I read this blog every day because the contributors are bright, caring, and things that are said are actually researched and backed with facts.  I hate RNC paid plants, like wayne and jerry.  It's conceited, self serving liars like them that have made this country slide into the mire.  I want my country back.  God bless the USA and our troops!  Bring them home!  
it's interesting how many excuses Tennessee Wayne and his water carrying right-wing brethren have for why they are not volunteering to serve in this fiasco.  I did my time, over 8 years of it.  but every time I'm assaulted by some goat-loving war supporter with no facts but a lot of "gut feeling" and I say "if you support it so much, how about you go and help fight it?", I'm met with fury and scorn and righteous indignation...and if I dare ask, "Why aren't the Bush twins over there every day, supporting the cause, I see their blood boil.  The fact is, it's easy to use the word "patriot", when you don't truly understand it.  it's much, much tougher to put your own safety and security at risk, and even tougher to explain with any degree of intelligence or sanity what Iraq has to do with American security.

Well Scott I suggest that you gather up the rest of the Chickenest Chickenhawk liberals on this site and urge your commander Field Marshall Von Olbermann to lead you in a unilateral invasion of Waziristan. Afterall just because the Pakistani Government is paranoid as hell and armed with Nuclear Weapons is no reason to suspect that some mid ranking officer might just launch a freaking nuke right into the center of a US invasion force killing tens of thousands of troops and igniting a nuclear exchange between India and Pakistan.
Also look at the map of Waziristan if you can find one drawn to scale thats less than a century old. If you think playing were's Waldo in Afghanistan was tough remember that the region has swallowed armies since the time of Alexander the Great without a burp.
If events continue to unfold as they appear to be an Invasion may be practical within months, backed by Pakistani ground forces and the full co-operation of the Pakistani Government.
Knowing where someone is within several hundred square miles is not very useful and as events have shown even getting word as to exactly where he is has proven useless if the information is even an hour old.

One of the resident geniuses mentioned Ted Kazinsky awhile back, saying that he'd been hunted down and captured while hiding in the mountains and giving all the credit to the Clinton Administration. Fact is the FBI never even knew who he was much less where he might be until his own brother turned him in.
If Bin Laden were to be taken alive it would be because someone very close to him rolled, its that simple. Its possible that he is already dead, Zawahiri has been running the show for years in any case.
Our best sources of information have come from al-Q couriers captured trying to get into or out off Waziristan.
The vast majority of al-Q resources and personel are committed to Iraq, thats the best place to fight them at this time.
Running around like a Murtha with its head cut off shreiking "The Army is Broken" is ridiculous and has led to more jihadis joining up hoping to see a victory if they just hold out a wee bit longer. The same principle applied when the US anti-War movement encouraged the North Vietnamese to hold on long enough to see the Democrats fold like a wet wash rag.

Here's a thought that should send the hard core noe-cons right out the window. Barring any major screw-ups, Hillary is going to be the first woman president of this country. I can't see how a Republican candidate can win, and their field of choices is weak. That being said, I don't see how effective she's going to be with the "Arab Street", because they don't see women as equals and they just  ignore Condi Rice, so why wouldn't they ignore Hillary. Just my opinion, of course, but I see this country in Jan. 2009, with a solid 25% of the country hating Mrs. Clinton, her trying to clean up Bush's messes and the entire Muslim world not taking her seriously, because she's a woman.

Unfortunately, I work with more chicken hawks than I care to acknowledge.   When questioned, to a man, all raise their hand and profess total support for the Iraq War.   However, when questioned further, their “support” does not include actual physical involvement therein for them or their families.  Sadly, not one has said anything remotely like, “You know, I don’t want to fight this war, but feel so strongly it’s America's right course, I’m left with no option but to quit my job, enlist and volunteer.”   If they could somehow form those words in their mouth, at least you could respect them.

Every hardcore Iraq war hawk, including and Especially the current white house administration should enlist and encourage their spouses & kids to enlist. Invest something personal in this mess. bush could take his whole cabinet. They could make up for all that “service” avoided in Vietnam. We know Cheney can shoot hand raised, released quail & lawyers. Give him an M-16 and drop him off in Baghdad as an Army Private.  
With US causalities fast approaching thirty thousand, if one's support for the Iraq War doesn't extend beyond tough talk or placing a flag & yellow ribbon magnet on the back of your vehicle, it's likely long past time for you to put up or shut up!

I reckon no price is too high as long as someone else is payin'.

I'm looking for some info. One of the hardcore republicans in our office said that the resolution that authorized Pres. Bush to go to war with Araq also gave him authority to go after Iran and No. Korea. Is this true? Where can I find a copy of this resolution so I can read it myself?

I'm gonna scream!  Repeatedly hearing bush/cheney lament what they perceive as America lacking a stomach for a fight is the height of hypocrisy and is truly sickening! You remember george "I avoided Vietnam providing air cover for the Alamo" bush, and dick "I ducked service with 5 college deferments" cheney, don't you?  The truth and facts of the matter are when these two were of “fightin' age” they didn't have the stomach for America's fight.   They dodged service at all cost, avoiding it like the plague.  When asked Then & Now, they profess their total support for the Vietnam War, but ironically used all their respective daddys’ power to avoid actual involvement therein.  Having the stomach now to commit our sons, daughters, mothers, fathers, husbands & wives to a bloody, overpriced perpetual war initiated on false premises does not change these facts.   bush & cheney were chicken hawks then and remain so to this day.  This wasting of precious Patriot Blood is criminal!   Both should be walked out of the white house in handcuffs.
My first thought as I looked at the two pictures at the top was that our Congress can all raise their hands too. They're all going on vacation even though we are facing a number of major crises right here.  How can we blame the Iraqi Parliament when the US Congress is closing up shop and heading to the golf course or the shore?  From my POV things here are far enough up s**t's creek that Congress should cancel their recess and stay in hot, humid DC (albeit with AC, I'm sure), roll up their sleeves and get to work!  It's time to stop the jawing and do something about the mess in Iraq, the mess in the DOJ, the mess with the oil companies, the mess with the environment, the mess with ______.  You all can continue to fill in the blanks.

Wayne, Wayne, Wayne... *shakes head sadly*.  Those very few "plots stopped in their early stages" to whcih you refer were not in any way, shape or form stopped by the Bush Administration.  They were all discovered and foiled by the good and diligent work of LOCAL police departments.

In London, in New Jersey, in South Florida... each and every one of them stopped by local law enforcement.  Bush & co. had ZERO to so with any of them.  These "plots" would have been foiled whether Bush was President or Gore was President or McCain was President or Kerry was President.

Bush & Co. have done NOTHING to make our ports any safer.  They have done NOTHING to require that all air freight be checked.  If anything, they have increased the liklihood of another domestic attack with their bullying foreign policy.

As bad as things may have been in Iraq under Saddam Hussein, they are WORSE now.  And Iraq has become both a breeding ground and a rallying cry for anti-American sentiment.

8,000,000 refugees, 650,000 dead Iraqis, electricity in Bagdad is down to an hour a day, there is no clean water in parts of the country, most of there doctors have fled and the captain of thier soccor team says he is afraid to go back to Iraq because he is now a target.  But the members of parliment are making oodles of money on corrupt contracts and need a vacation.  These guys learned alot about priorities from the bush administration.  1st priority steal oodles of money. 2nd enjoy said money.  I'm not sure actual governing or providing for the people even make the list.

There need to be two laws passed before we ever go to war again.
1)While our soldiers are in harms way congress must remain in session.
2)Anytime congress give the authority to use force there should be a draft.  Congress would never again give thier authority unless their was actual threat to the country.  When we as a country we decide something is so important that we need to kill people in masses than we should all have to take part.  And if it is not important enough to effect all of us it surly is not important enough to drop bombs on wedding parties.
