Although an old book, I believe that this idea is still valid. If Roberts, et al, do mishandle claims of executive privilege for the purpose of political partisanship rather than ideology, they know that possibly as soon as 2008 they'll have to live with the impact of that decision. This is the reality check for the justices. I do believe that some of the ideology positions will be our cross to bear for many years. However, I think and hope that political partisanship is already starting to fade.&lt;br&gt;&lt;br&gt;We'll have to just wait and see. If you think it is hard to impeach a president (and actually remove him from office), it is just, in reality, impossible to impeach a SCJ. They are there to stay. &lt;br&gt;&lt;br&gt;BTW - in case you think that last statement was a complaint, it isn't. Actually all you have to do to douse WP is derive it of oxygen. You can do that by submerging the effected item in water or covering it with dirt.&lt;br&gt;While even a lit match can start a fire WP does not produce its own oxygen so unlike dedicated Incendiary bombs its only really effective against such things as fuel and ammo dumps or vehicles loaded with such items.&lt;br&gt;WP's effect is thermic rather than chemical though it self ignites by a chemical action, once air is is denied it goes out. It can go out on its own with fuel remaining if the crust of fluffy ash that forms cuts off the air it needs.&lt;br&gt;&lt;br&gt;You can look at the photos of its use in Fallujah and see that the shells airburst with the WP nearly expended before it hits the ground.&lt;br&gt;As a pyschological weapon its purpose is to make an enemy position untenable.&lt;br&gt;Arty is not directed at individual human targets, it's directed at the enemy position, just as in Naval warfare they &amp;quot;Fight the Ship&amp;quot; and in aerial Warfare the fighter pilot seeks to bring down the &amp;quot;Enemy Machine&amp;quot;. Its a pyschological distintion. Some fighter pilots could not pull the trigger on another human being, but in destroying the &amp;quot;Enemy Machine&amp;quot; death of the enemy pilot or aircrew is incidental.&lt;br&gt;A rifleman must target individual enemy personel.
