Water boarding defeats it own purpose (to get reliable information). It defeats its purpose because it is seen by the victim (as you have stated) as a life-threatening act. Those who undergo water boarding or dipping, which is a similar technique, feel at the time they are in fact going to drown, to die. It matters not if they are telling the truth as they feel their suffering will soon be over anyway. Techniques that will get you more reliable information however are those used where the victim knows the act is not life threatening, but rather are so painful that the thought of your captor keeping you alive as long as they please under such conditions is too much to bear. And knowing that you will not be killed but rather under constant pain induces one to be a little more truthful. The victim also knows that such acts will intensify if the captor finds out you were not telling the truth. Such tenchinques work even better when complimented with false promises to the victim of total relief and/or even freedom. The constant mental battle of pain versus possible permanent relief or even freedom will get people talking much quicker and with much more reliable information then water boarding. The victim sees an end to their life in water boarding. I am strongly opposed to our government approving or being involved in torture. It sends the very message you have stated. But as for me, and a personal circumstance, I am not the government. And as I stated, if it came down to an attempt to secure information to save the life of my sons I would use whatever means necessary to do so. There is truth to the argument that persons undergoing torture will say whatever they think you want to hear. But there are also techniques and processes that can be used to make sure the information is more reliable.
